Oswald was born at Surry Hills on the 20th June, 1899, to Gertrude Janet Fleck (nee Scott) and Oswald Randall Fleck, he received his early education at Paddington and Bourke Street Public Schools; after leaving School he attended the Metropolitan Business College whilst working as a Clerk and Salesman prior to his devotion to the Church.
He gained his Theological training as a Student at the Moore Theological College, King Street, Newtown, remaining there for 9 Terms (approx. 3 years) being presented with the Thomas Watson Memorial Prize in 1925, and in 1926 a Barker Scholarship.
During the year of 1926 he was awarded 2nd Class Honours in Theology - Th.L. - (Licentiate in Theology; Certificate issued by the Registrar, Mr. W. Sharp.
His Ordination to the Diaconate as a Deacon was made on the 17th of December, 1926, "by John Charles, by Divine Providence, ARCHBISHOP OF SYDNEY AND METROPOLITAN in the Cathedral Church of St. Andrew, Sydney"
The Licence as Curate in the Church of Saint John's, Bishopthorpe (Glebe) was made on the 1st of January, 1927; he remained at this Church for approximately one year, resigning his Curacy on 31st May 1928, his Ordination to the Priesthood on the 16th of December, 1927 followed automatically by the Archbishop of Sydney and Metropolitan, John Charles, within the Cathedral Church of St. Andrew, Sydney. On the 30th June, 1928 he received his License as Curate at St. Clement's Marrickville, given under the Seal of the See of Sydney.
He took duty under License as Clerk in Holy Orders and Assistant Minister in St. Andrew's Cathedral District, on the 1st January, 1929, because of his musical background he was also appointed as the Acting Precentor and Principal of the Choir School.
On Saturday the 16th of May, 1931, he married Iris Mattie Lillian Dege at St. Peter's Church, Hornsby - the Service was conducted by Dean Talbot, and assisted by the Rev. F. W. Tugwell - followed by a Reception at the Turramurra Masonic Hall.
His appointment as Rector of the St. Paul's Church, Canterbury, was made on the 1st of May, 1933, where he remained until his resignation on 20th August, 1937 administering the Holy Rites.
Reappointment as License to Rector was made on the 15th of September 1937, to St. Luke's Church, Concord and Burwood - with the Parish annexed - in the County of Cumberland, given under the Seal of the See of Sydney.

He remained at St. Luke's until his death on Wednesday night the 2nd of December, 1953, at St. Luke's Hospital, Darlinghurst; apart from the leave of absence that was granted to him to serve as a Chaplain for the Australian Infantry Forces, from the 14th September, 1942, up until the end of World War II.
On his return from Active Service we was appointed as the Honourary Secretary of the Sydney Diocesan Music Society.

The following is an extract from St. Luke's Parish Newspaper:-

REV. O. S. FLECK.

"At the time of going to print with this issue of the Parish paper, the health of the Rev. O.S. Fleck had so greatly improved that it was hoped he would be out of Hospital and back at the Rectory by the time the paper was in the hands of parishioners.
This has been referred to in a letter to Bishop Ash.
Unfortunately these sincere hopes were not realised and it is announced, with regret, that your Rector passed peacefully away on Wednesday night, December 2nd. It is felt that the sympathy and thoughts of all St. Lukes' people will be with Mrs Fleck and Rosemary in their hour of sorrow.
Oswald Sydney Fleck had been Rector of this parish since September, 1937 and worked hard and fearlessly in his parochial duties. He will be sadly missed.
It would appear that his War Service as a Chaplain of the A.I.F., between 1942 and 1945, took some toll of his health which definitely deteriorated following upon his return to the Parish.
His work at St. Lukes' is concluded, but he has been called to higher service in God's Realm Above.
