James Fleck, the son of James Burnicle, born Sunderland, Durham, 18th day of April, 1863.
Educated at Mr. Jolly's School, Sunderland and served his articles of clerkship with Alderman Robert Brown of Sunderland, admitted as a Solicitor during October, 1884 as a Partner to Mr. Brown from 1884-86.
In 1897 elected as a senior partner in the firm of Burnicle & Morton, and appointed Vice-President of Sunderland Law Society.
Legal Assistant to the Local Marine Board and member of the School Board till Nov., 1903 when he was elected a member of the Corporation Sunderland.
Appointed Vice-Chairman of the Higher Education Sub-Committee during November, 1904.
Member of the Committee of Management of Sunderland Infirmary a Trustee of the "Jane Gibson" (Mowbray) Charity and the Maritime Institute.
Warden of Bishopwearmouth Parish Church for six years to Easter, 1905.
